Central Purchasing Act Exemptions

Scope of Work:

Conduct a review of expenditures exempt from the Central Purchasing Act and identify opportunities for better oversight and compliance with the Act’s provisions.       

Evaluation Objectives

This evaluation will be guided by four key objectives within the scope set forth by the Legislative Oversight Committee:

  1. Describe and evaluate the process for State agencies' use of purchasing exemptions, the types of exemptions used, and the process for reviewing or approving exemptions.
  2. Analyze agency usage of exemptions, including efficiency, cost effectiveness, and statutory compliance.
  3. Identify exemption process that may put the State at financial or legal risk.
  4. Assess the authority and effectiveness of the Central Purchasing Division in administering the Central Purchasing Act and ensuring agency compliance with the Act.
