Scope Description:

Examine the current administrative rules on testing to identify the number, type, and purpose of mandated tests in public schools, identify funds associated with tests or outcomes of tests, including remediation services, and examine budget compliance with administrative rules related to testing and use of funds.

Evaluation Objectives:

This evaluation will be guided by four key objectives within the scope set forth by the Legislative Oversight Committee: 

  1. Identify the type, grade, and subject matter of every assessment required by State or Federal law.
  2. Compare Oklahoma's testing requirements to those of regional and national peers.
  3. Identify OSDE's rulemaking authority. Assess administrative rules related to testing for compliance with statutory language and legislative intent.
  4. Examine SDE's process for funding assessments and identify and State funding tied to these assessments.
