Scope Description:

Examine the cost of toll roads, to include analysis of cost/revenue per tollway and average time to retire toll bonds. Evaluate bond refunding and its impact on bond retirement. Examine the feasibility of toll roads transitioning to non-toll State highways.

Scoping Objectives:

1.      Examine the cost of Oklahoma’s system of toll roads and the revenues generated per tollway.

2.      Analyze the impact of cross-pledging and bond refunding on Oklahoma’s turnpike system.

3.      Analyze the feasibility of transitioning toll-funded roads to taxpayer funded roads.

4.      Examine the decision-making process into expanding or authorizing new toll roads.
